ensure that progress made in improving the treatment of women in the criminal justice system is built upon by your government. women are set up to fail by a criminal justice system which is designed for men and unable to address women’s routes into offending and provide routes out. the vast majority of women in prison pose no threat to the public. they are more likely to be at risk themselves – from abusive partners, from homelessness, from poverty, from mental illness, from drug or alcohol use. most women in prison are mothers and separation due to unnecessary imprisonment is traumatic for them and for their children, often putting the latter at risk of offending. there is cross party support for the recommendations of the corston review on vulnerable women in the criminal justice system which stated the need for a “distinct, radically different, visibly-led, strategic, proportionate, holistic, woman-centred, integrated approach” to women offenders. one thus expects the work begun by the previous administration on this agenda to be continued and improved upon. we therefore ask you to appoint a ministerial champion for women in the criminal justice system in order to prostitution by adopting the ‘nordic model’ which decriminalises those who sell sexual acts and supports them to exit prostitution, whilst at the same time criminalising those who purchase sexual acts. curbing the demand for prostitution, which draws more vulnerable people into the industry and fuels sex trafficking, is a vital step towards ending the exploitation and abuse experienced by the studies indicate that the majority of women enter prostitution under the age of 18 and that childhood abuse, poverty, drug dependency and homelessness are key triggers into prostitution. once in ending exploitation through prostitution and preventing future generations from being coerced into the sex industry. we therefore urge the government to follow the ‘nordic model’ which decriminalises those who sell sexual acts whilst criminalising those who purchase them. this approach has been adopted by sweden, norway and iceland, as part of their end violence against women policies. considering whether this approach could be effective in the uk we want to assess the impact of the policing and crime act 2009 in terms of the levels of exploitation and harm caused to those in prostitution. the policing and crime act 2009 was introduced on 1st april 2010 and introduced measures aimed at tackling the demand for prostitution. section 14 does not make prostitution illegal but does makes it an offence to pay for sexual services of a prostitute who is subject to exploitative conduct. exploitative conduct is force, threats, coercion or deception. it is a strict liability offence and the intention of this is to act as a deterrent for those who might think of paying for sex with someone who had been subject to exploitative conduct. the government is committed to taking for the research excellence framework (previously the reserach assessment exercise) – the results of which affect how much funding is allocated to different universities based on their research outputs. the new proposal to allocate funding partly (25%) on the basis of the “impact” that research has “outside” of the university is totally unsuitable for the purposes of the humanities, and furthermore, assumes that the value of academic research should be measured in quantifiable, economic terms – on effects on policy making, creation of new products, growth in business revenue, etc. if
